The development of an Islamic Religious Education (PAI) cluster curriculum based on project-based learning for contextual learning at Murottilin Jatiroto Lumajang Islamic Elementary School (MI) is a pedagogical innovation aimed at increasing students' active engagement, creativity, and internalization of Islamic values in real life. This study employs a qualitative approach with case study design to describe the curriculum development process, implementation of contextual learning, and supporting and inhibiting factors. Data collection was conducted through participatory observation, in-depth interviews, and document study. The findings indicate that project-based curriculum development can enhance students' understanding of religious materials, creativity, and social skills, while fostering attitudes of responsibility, honesty, and cooperation. The implementation of contextual project-based learning successfully connects PAI materials with students' real-life experiences in the Jatiroto environment, enabling students to internalize noble moral values in their behavior. Supporting factors include the madrasah head's competence, PAI teachers' enthusiasm for innovation, and community support. Main challenges include limitations in teachers' pedagogical competence, time allocation, and resources. This study provides important implications for the development of PAI curriculum in other Islamic elementary schools.
